A good starting point would be the Food Standards Agency’s (FSA) website. General information on legislation on labelling and composition of animal feed (including pet food) can be found under the Animal Feed Section.

If you intend to use any material of animal origin you need to check with the Department of Environment, Food and Rural Affairs (Defra) regarding the relevant legislation, for example, regarding approval requirements, permitted raw materials, processing standards, etc.

Depending on the nature of your product (e.g. if it could be classified as veterinary products) you might also want to check the Veterinary Medicines Directorate website for information on the Veterinary Medicines Regulations 2005 and relevant guidelines.
